Information in The Architecture of monuments / Thomas H. Creighton, 1962, indicates that these drawings are of the design by Pederson [sic, Pedersen] & Tilney. The memorial was proposed for a site in Washington, D.C.'s West Potomac Park. The Franklin Delano Roosevelt Memorial Commission, formed in 1955, sponsored the competition for the memorial. According to The Franklin Delano Roosevelt Memorial: report to the President and Congress by the Franklin Delano Roosevelt Memorial Commission, Pedersen & Tilney won the first competition, but this design was abandoned because of public controversy. Lawrence Halprin's design is the latest proposal approved in 1978 for this memorial.

Franklin Delano Roosevelt was born on January 30, 1882, in Hyde Park, New York. He was the son of James (lawyer, financier) and Sara (Delano) Roosevelt. He married Anna Eleanor Roosevelt on March 17, 1905, and had six children: Anna, James, Franklin, Elliott, Franklin Jr., John. He received his B.A. from Harvard in 1904 and later attended Columbia University Law School.
